Support the organisation in fostering a Just Culture and promote the safety and wellbeing of our customers, staff, assets and environment
Participate in the development and roll out of the Health, safety and fire safety improvement programme and behavioural change initiatives
Provide health, safety and fire safety support, technical guidance and advice to functional departments, and supporting the Health and Safety Manager.
Support the development and implementation of functional department’s safety performance standards and indicators in line with the requirements of the Integrated Management System
Advise and mentor employees on meeting their health and safety duties in support the organisation’s commitments.
MAIN RESPONSIBILITIES
- Support the Health and Safety Manager in developing and maintaining the integrated management systems elements relevant to health and safety, in accordance with ISO 45001.
- Provision of technical guidance and advice to functional departments on the requirements of the Integrated Management System, and support their implementation.
- Support departments in the identification and understanding of their health, safety and fire safety compliance arrangements
- Develop and implement an active monitoring programme in-line with organisational arrangements, – including the completion of workplace and site inspections – documenting inspection findings and corrective actions.
- Support functional departments in the development and implementation of safety performance indicators in line with external and internal requirements.
- Monitor and report on employee ‘Return-to-Work’ programmes where required.
- Support the development, review and deliver of safety training courses; ensuring their conformance with legislative requirements and internal processes.
- Support the development, and monitor the effectiveness of safety controls in place to prevent Injury, Illness, Damage to property, plant or the environment.
- Support and/or coordinate emergency preparedness exercises.
- Assess and evaluate the health and safety aspect of Procurement tender submissions.
- Undertake On-Call duties as per roster and report notifiable incidents to department leads, Key stakeholders, Regulatory agencies and QHSE Director (where required).
- Lead / Conduct incident investigations to determine the root causes, contributing factors and corrective actions.
- Assist in the implementation of Just Culture and Behavioural Safety Programmes to improve the safety and sustainability culture of the organisation.
- Develop reports for external parties such as government agencies, regulators and clients as required; also support liaison with said parties as required.
- Stop any work practice that places people at risk of serious injury or harm, and report such instances immediately to the respective manager.
- Undertake on-call duties as per roster and report notifiable incidents to department leads, Key stakeholders, Regulatory agencies and QHSE Director (where required).
- Perform and carry out other duties as instructed/directed by the line manager and the QHSE Director.
KNOWLEDGE REQUIRED
- Knowledge of railway organisational structures and standards, workflows, procedures and terminology (Preferred).
- Sound knowledge and understanding of safety related legislations.
- Working knowledge of relevant Safety and Environment legislation and Standards and Compliance.
- Working knowledge of railway organisational structures and standards, workflows, procedures and terminology. Examples include hazard logs & risk assessment methodology.
- Good understanding of recognised ISO standards for occupational health, safety & fire (NFPA 130).

EXPERIENCES
- Minimum three years, preferably five years, of work experience as a Health and Safety Officer preferably in the transport industry.
- Experience in supporting the health and safety efforts of the organisation and providing expert information, advice and training, liaising with external agencies to ensure awareness matters which might impact its workplace health and safety program.
EDUCATIONNAL QUALIFCATIONS
- Ideally a degree holder with qualifications in NEBOSH Health and Safety Diploma or NEBOSH Health and Safety Certificate working towards NEBOSH Health and Safety Diploma, and preferably with experience in Health and Safety in a large industrial setting.
