Role purpose

        

Ensuring that Dubai Metro maintenance becomes a world class reference in maintenance engineering, from managing the assets to asset management. The Central Asset Management and Engineering (CAME) manager will be the major actor for maintenance 4.0 implementation, and for creating an asset management culture within all company. This role is subjected to the award of the O&M contract.

 

Key Accountabilities

 

Asset performance analysis and reporting

 

  • Ensure a good transition within the Maximo CMMS and with former maintainer to get all historical maintenance data
  • Develop a monitoring panel fully complying with the RTA maintenance KPIs
  • Enhance asset management capability by developing asset health and performance reporting
  • Supervise the periodic asset performance reviews held with the RTA and review follow up
  • Implement an Asset Health Centre to visualise asset performance, criticality and trends 

 

Asset and Maintenance Improvement plans

 

  • Ensure and review periodically the implementation of the following plans and actions:
  • Defect and Fault Management Plans
  • Failure review board
  • Reliability improvement programmes
  • CBM and RCM programmes
  • Ensure projects assistance to the RTA projects for assurance and handback in operation
  • obsolescence management
  • Define and implement the Smart Maintenance (Maintenance 4.0) implementation strategy
     

Asset management strategy

 

  • Develop asset risk assessment, FMECA analysis process
  • Lead Asset Performance, cost and risk modelling and forecasting process
  • Develop Asset investment scenarios for decision making by Steering Committee and the RTA.
  • Ensure the development of models for assets degradation curves, assets Life Cycle Costs, reliability and safety
  • Lead the process of Strategic Asset management Plan (SAMP) yearly release

 
 Asset Management system
 

  • Develop and implement Asset Management System compliant with the ISO55001 standard
  • Develop new maintenance & asset management standards and make changes to existing standards
  • Lead the process to ISO 55001 certification
  • Ensure all the maintenance teams are involved in the certification journey by developing an Asset Management culture within all company

 
Team management
 

  • Develop a collaborative working mood with other maintenance departments: Maintenance Integration and Logistics Support (MILS) and production teams
  • Develop the knowledge and competencies of the CAME employees by using the Keolis group resources:
  • Collaborate with managers and experts from the wider Keolis, MHIE and MC Groups to develop engineering capability
  • Propose internships on other worldwide rail networks (DLR automated metro in London, Yarra Trams in Melbourne, Lyon and Lille metro networks in France) to grow skills and experience
  • Develop twinning with other networks on specific areas of AM expertise, for example with Lyon on obsolescence management, or with Melbourne on ISO 55001 certification
  • Develop appropriate Individual Development Plans 

Knowledge and Experience
 
 

  • Minimum 10 years’ experience as a maintenance manager in a metro / light rail maintenance within a complex railway organization
  • Comprehensive understanding of new maintenance approaches (Predictive maintenance, maintenance 4.0) to deliver operational excellence
  • Experience of successfully implementing change in a demanding environment
  • Experience of successfully implementing asset management system and, if possible, ISO 55001 certification
  • The ability to represent Keolis as a credible ambassador to regulatory bodies, the client and senior stakeholders
  • Will be fluent in English
