To effectively manage and coordinate the civil, track, and systems interfaces within the Keolis MHI Metro Project between Operations, Maintenance, and RTA functions. The role ensures seamless communication, alignment, and compliance with contractual, technical, and operational standards to achieve service reliability, safety, and performance excellence.

 

  KEY RESPONSIBILITIES

Strategic

 

  • Develop and implement the Civil & Track interface strategy in alignment with the project’s operational and maintenance objectives.
  • Ensure the integration of civil and track engineering activities with organizational goals, focusing on system reliability and lifecycle asset management.
  • Contribute to strategic decision-making by providing expert insights on engineering coordination, maintenance planning, and performance improvement.

 

 

Financial

 

  • Support cost optimization through effective interface planning and coordination to minimize downtime and rework.
  • Ensure adherence to maintenance budgets and resource utilization in accordance with approved financial plans.
  • Identify efficiency improvements that contribute to long-term operational cost savings

 

Stakeholder / Customer 

 

  • Act as the primary liaison between Operations, Engineering, Maintenance, Quality & Assurance, and external stakeholders to ensure effective collaboration and communication.
  • Represent the department in technical and interface-related meetings with regulatory authorities, contractors, and client representatives.

 

Operational

 

  • Coordinate civil and track interface activities between Engineering, Operations, and Maintenance teams to ensure compliance with contractual and operational requirements.
  • Develop, review, and update Standard Operating Procedures (SOPs), configuration plans, and maintenance interface work instructions.
  • Oversee inspection programs and interface performance monitoring in collaboration with relevant departments.
  • Ensure timely resolution of interface issues affecting civil infrastructure, track systems, performance, reliability, or safety.
  • Ensure timely resolution of interface issues affecting system performance, reliability, or safety.

 

     Capability/People

 

  • Ensure control room and engineering personnel are trained, certified, and competent in interface and maintenance management processes.
  • Provide mentorship, technical guidance, and continuous improvement initiatives within the team.

 

     Dimensions

 

  • Direct management of Civil & Track interface processes and coordination activities.
  • Oversight of performance KPIs related to system reliability, maintenance response, and issue closure.
  • Collaboration with multiple departments including Operations Control Centre, Maintenance Planning, and Technical Support.
  • Office-based environment; occasional travel to depots or operational sites may be required.

Education

  1. Degree Holder or Higher diploma in Civil Engineering discipline or equivalent.
  1. Additional certifications in track engineering, structural inspections, or rail systems.

Experience

  1. Minimum work experience in maintenance of buildings/structures or track works (e.g., rail renewals, track installation, inspections, welding, machine operations).
  2. Minimum work experience as Building/Structure Maintenance Team Leader or Track Team Leader within Metro operations.
  1. years of supervisory/management experience supervising multiple building/structure or track maintenance teams.
  2. Experience in supervising outsourced maintenance subcontractors.
  3. Experience in operating mobile boom, scaffolding, rail grinding machinery, ultrasonic track inspection equipment, rerailing and rescue devices.
  4. Experience in shunting/driving maintenance vehicles or locomotives.
  5. Experience supervising planned track engineering and maintenance activities to meet tight maintenance schedules (e.g., engineering possession hours).

Skills / Training

  1. Ability to compile technical reports, business correspondence, method statements, and drawings.
  2. Good communication skills; ability to manage multiple tasks efficiently in a fast-paced, team-oriented environment.
  3. Strong organizational skills, detail-oriented, and able to handle multiple priorities.
  4. Thorough understanding of use, calibration, and care of electronic test equipment.
  5. Holder of valid UAE driving license with good driving skills.
  6. Fluent in English (spoken and written).
  1. Knowledge in track geometry, track bed construction, geology, hydrogeology, drainage and earthworks, topographical and gauging surveys.
  2. Ability to interpret technical instructions in written, verbal, and pictorial forms.
  3. Experience in supervision of engineering maintenance schedules during limited possession windows.
