Support the organisation in fostering a Just Culture and promote the safety and wellbeing of our customers, staff, assets and environment.To support and update the Operational Safety Cases for Tram and Metro as required by the contract and lead the interface with the Regulator. To develop, monitor and implement the Keolis-MHI System Assurance, Change & Risk module framework within the Dubai Metro and Tram contracts. Provide advice on continuous improvement the subject matter to the QHSE, Operations and Engineering & Maintenance management teams. Lead the development of a System Assurance, Change & Risk strategy for the business to ensure these are fully understood, properly quantified and effectively managed, to satisfy legal responsibilities. To manage System Assurance, RAMS & Risk data to ensure accuracy and quality reporting and analytical purposes.To make accurate weekly, monthly and annual reports on System Assurance, Change & Risk incidents and performance of the Dubai Metro and Tram operations and to work closely with the senior Safety Manager to ensure a compliant Metro and Tram system is in place.
MAIN RESPONSIBILITIES
- Overall responsibility of all of Dubai Metro and Tramway System Assurance for engineering, technical integration as well as testing and commissioning where required.
- Development of System Assurance, RAMS, Risk and Change Management Plans and/or Procedures for Dubai Metro & Tramway Systems.

Ensure that all System Assurance engineering objectives are fully met to best international standards and practices.

Ensure that all design and implementation activities are performed with highest safety and quality culture in mind and with the "best" industry practice.

Be fully experienced with all international standards and requirements for developing design of a new projects.

Responsible for the development of System Assurance requirements and specifications.

Responsible for the update(s) of the Operational Safety Cases for Dubai Metro and Tram

Evaluating the impact of proposed temporary or permanent changes to the operational service delivery, the infrastructure/equipment, organization structure, staffing levels and established processes of relevant Transport Contract (OR / SOR Tracking and management)

Overall responsibility of KM’s Risk Management System, its design, implementation and monitoring

Identifying risks and developing risk mitigation tactics.

Identifying and managing anticipated resistance to change.
-
Leading Change Management work streams with a structured methodology / process.

Supporting development of communications relevant to change initiatives.

Providing coaching and training to employees at all levels on Change Management.

Defining success metrics and measuring performance against these.

Providing reporting and other updates to management.

Develop risk management approaches/systems for our clients, incorporating best practice and procedures.

Deliver risk management services in a consistent, professional manner, exceeding client expectations.

Developing and coaching all subordinates.

KNOWLEDGE REQUIRED
- Knowledge of Railway System Assurance, Change & Risk Management.
- Producing appropriate risk management reports from analysis to inform decision making.
- Conducting Qualitative Risk Analysis of risk data.
- An ability to work with limited supervision, both individually and as part of a team.
- Change Management Assessments.
- A solid understanding of how people go through a change and the change process.
- Application of tools and methods such as Fault Tree Analysis, Failure Modes, and Effects Analysis.
- Legal Safety requirements for railways
- Undertakes & documents (as evidence), continual professional development (CPD) as part of the Performance & Development plan set by their line manager. This will be supported by KM where possible but should also include self-development activities.
KEY SKILLS
- Thorough understanding of Tram system and Operations Control Centre.
- Good literacy and analytical skills required for the role.
- Ability to understand complex systems and possess good IT skills.
- Good communication skills and the ability to manage multiple tasks efficiently and work productively in a fast-paced, team-oriented environment.
- Strong organisational skills, detail oriented, and the ability to handle multiple priorities.
- Ideally hold a valid driving license with a good driving skill and experience.
- Good interpersonal skills and proven ability to manage, motivate, lead and train staff to build a committed and competent team.
- Good communication skills with a clear understanding of the requirements to keep the client informed of service disruption.
EXPERIENCE
- Experience of Railway is essential.
- Experience on multiple driverless networks internationally as part of O&M, Construction or Client
- Experience of rail systems application to various modes of railway transportation.
- Experience of working on large, complex and multidisciplinary projects.
- Experience of interface management and total system integration.
- Experience in delivering Safety Cases for green field and brown field railway networks.

EDUCATIONAL AND PROFESSIONAL QUALIFICATIONS
- Msc in System, Mechanical or Electrical Engineering or similar.
- Member of a recognised instituted of Risk or Safety management.
