Infrastructure Access Engineer

The purpose of this position is to assist the Maintenance Planning & Network Access Manager Dubai Metro & Tram in planning activities across Dubai Metro and Dubai Tram infrastructure. This position will also lead a group of infrastructure access controllers to provide effective infrastructure access control during both traffic and non-traffic hours for specific activities.
MAIN RESPONSIBILITIES
- Responsible for assisting the Maintenance Planning & Network Access Manager Dubai Metro & Tram with work plans requiring controlled system access in to the Metro & Tram infrastructure.
- Review of NOC’s forwarded to operator by Rail Rights of Way pertaining to Dubai Metro & Tram.
- Undertake and manage the CMS assessments of Infrastructure Access Controllers as instructed by Maintenance Planning & Network Access Manager Dubai Metro & Tram.
- Review, advice, educate and assist the Contractor with PTW/PTE process for Metro & Tram.
- Responsible for supporting the Protection & Planning assistant to create and manage the possession related documents such as possession authority forms, master lists etc.
- Responsible for supporting the various system-specific works planners in facilitating maintenance works and ensuring the availability of the Metro asset & Tram assets.
- Maintain accurate records of schedule, work accomplished and other information as required.
- Timely resolve and escalate the conflicts of works and work place escalated by IAC’s, station masters, works planners and key stakeholders to ensure the compliance to the process and safe implementation of works in most diligent manner.
- Carry out 24-hour on-call responsibility for incidents and emergency within its section.
- Perform emergency duties as required.
- Perform and carry out duties as instructed/ directed by the Maintenance Planning & Network Access Manager Dubai Metro & Tram.
- Coordinate with competent authorities for establishing, supervising and removing a safe system of work to protect the safety of persons working in the infrastructure.
- Attend all safety related training courses or refresher training courses as required.
- Ensure compliance with the Keolis-MHI Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards.
- Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Keolis-MHI non-disclosure policy.
- To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Keolis-MHI organisational HSE responsibilities.
- Ensure compliance with all training requirements of Keolis-MHI and ensure adherence to these requirements at all times whilst in employment.
- Report any accidents, incidents, breaches or potential breaches to appropriate management or the speak up process.
KNOWLEDGE REQUIRED
- Thorough understanding of the use of various scheduling software and ability to interpret instructions in a variety of written, verbal, pictorial forms in order to carry out the effective coordination and schedules as required.
- Thorough understanding of the range of operating principles associated with Metro & Tram infrastructure.
- Understanding of various subsystems in Metro & Tram and their collective dependencies on each other on the way these are configured. Must have prior work experience on working.
- with one or more of the subsystems and expected to understand other subsystems.
- Good understanding of maintenance & construction practices.
- Involvement in maintenance, access management, construction, T&C, supervision, designs will be a definite advantage Thorough understanding of all aspects of safety issues related to railway operations.
- Thorough understanding of all aspects of No Objection Certificates review with RROW (Rail Rights Of Way).

EXPERIENCE
- Minimum 2 years relevant work experience in the maintenance planning of Metro assets or Tram assets.
- Minimum 2 years work experience as an infrastructure access controller in Metro or Tram infrastructure specially managing the track access and undertaking compliance inspections
- Worked on the construction, testing & commissioning etc. related to railways will be added advantage
EDUCATIONAL QUALIFCATION
- Engineering graduate in either Electrical, Civil, Transportation / Automobile, Mechanical engineering & its related branches.
- Safety training such as NEBOSH, IOSH managing safely etc. will be desirable
