The Performance Manager is responsible for overseeing the centralized performance function at Keolis-MHI, ensuring the delivery of accurate, timely, and strategically aligned performance reporting across all departments. This role plays a critical part in supporting decision-making, contractual compliance, and continuous improvement. Operating within the newly established Business Strategy & Performance Department, the Performance Manager lead the consolidation and coordination of performance data and insights from Operations, Engineering & Maintenance, QHSE, HR and Support Functions.

 

KEY RESPONSIBILITIES

Strategic

  1. Lead the development and execution of integrated performance reporting frameworks that ensure consistency and alignment across Operations, Engineering, QHSE, and Support Function.
  2. Provide strategic oversight on all departmental KPIs, ensuring that metrics are not only contractually compliant but also aligned with the Keolis-MHI strategic objectives.
  3. Monitor key performance trends and emerging data risks to support strategic and effective decision-making.
  4. Contribute to long-term performance planning by identifying systemic issues on trends, risks, and improvement opportunities.
  5. Define non-contractual leading KPIs to support company performance.
  6. Support the Business Intelligence manager in defining and deploying the Business Intelligence roadmap and strategy.

 

Financial

  1. Monitor and track performance against KPIs tied to contractual penalties and incentives under the O&M Agreement.
  2. Ensure accuracy, transparency, and defensibility of all performance data submitted for attribution processes.
  3. Provide validated performance insights to support financial exposure assessments and risk mitigation.
  4. Collaborate with Finance to align performance metrics with cost-efficiency and profitability targets.

 

Stakeholder / Customer 

  1. Support the attribution process with the RTA, serving as the main point of contact for all performance-related submissions and discussions.
  2. Ensure timely preparation, validation, and submission of monthly performance reports in compliance with client and contractual expectations.
  3. Coordinate with departments to provide data-backed responses to RTA feedback and ensure accurate representation of performance results.

 

Operational 

  1. Oversee operational performance reporting, including punctuality, availability, service delivery, and operational compliance KPIs.
  2. Manage asset performance metrics in collaboration with Engineering & Maintenance, including asset availability, reliability, maintenance backlog, and system failures.
  3. Consolidate and report performance data for Support Functions, ensuring alignment with strategic KPIs.
  4. Lead the creation and deployment of the KPIs improvement plans.
  5. Facilitate internal performance governance meetings and support the definition and follow-up of corrective action plans.
  6. Collaborate with the BI team to transform manual reporting into automated visual dashboards.
  7. Define performance-related data requirements and liaise with the Data team for timely and accurate extraction.

 

Capability / People 

  1. Provide ongoing support and coaching to performance contributors in each department to ensure clarity in reporting standards and definitions.
  2. Foster and promote a culture of performance ownership and continuous improvement across operational and support teams.
  3. Lead and manage the performance team on a day-to-day basis, ensuring consistency and efficiency in performance data collection and reporting processes.
  4. Lead the professional development of performance analysts, enhancing skills in performance data validation, root-cause analysis, and performance storytelling.
  5. Support internal upskilling initiatives focused on performance management tools, methods, and standards.

 

    Dimensions

  1. Direct responsibility for managing all contractual performance reporting obligations across the organization.
  2. Accountability for performance inputs used in the attribution process and KPI-based financial penalties or incentives.
  3. Regular interface with RTA on monthly performance matters, surveys, and attribution submissions.
  4. Collaboration with BI and data teams to enable efficient digital reporting and decision-making tools.
  5. Office environment. Occasional travel may be required.

Education

  1. Engineering or bachelor’s degree
  1. Master's degree or formal training in performance management, or transportation management.

Experience

  1. Relevant experience, demonstrating increasing levels of responsibility, including in performance management

 

  1. Performance Management and Analysis:
    • Proven experience delivering high-quality performance reports and coordinating KPI submissions.
    • Strong understanding of operational KPIs and contractual performance obligations.
    • Experience in data analysis and reporting tools such as Power BI.
  2. Cross-Functional Coordination:
    • Demonstrated ability to work across departments to align reporting processes and methodologies.
  3. Client-Facing Experience:
    • Exposure to regulatory reporting or working with public sector clients (e.g., RTA).
  4. Working collaboratively and cross-functionally with various business units:
    • Strong ability to work collaboratively with Operations, Engineering, HR, Finance, and QHSE teams to align performance with corporate strategy.
  5. International experience
  1. Public transportation sector experience preferred.

 

Skills / Training

  1. Fluent in English.
  2. Proficient in Microsoft Office Suite and performance reporting platforms.
  3. Familiarity with Power BI and/or data reporting systems is preferred.
