To manage and continuously improve the procurement function across both direct and indirect categories, ensuring effective sourcing, contract management, and compliance to support the maintenance and operational performance of the Dubai Metro. The role leads a team of four procurement professionals and works closely with internal stakeholders to deliver best-value outcomes in a regulated environment

 

 

Main Responsibilities:

 

Strategic

  • Develop and implement category strategies across direct and indirect procurement aligned with operational and financial objectives.
  • Support continuous improvement initiatives in procurement processes, tools, and systems to enhance efficiency and control.
  • Identify and mitigate procurement-related risks in line with corporate governance and compliance frameworks.
  • Target and deliver the three Keolis Corporate objectives for Procurement, namely contract coverage, savings and ESR delivery

Financial

  • Deliver cost savings and value-for-money outcomes through effective sourcing and negotiation strategies.
  • Support budget planning and spend forecasting for procurement categories.

Stakeholder / Customer

  • Collaborate with Engineering, Maintenance, and Support Services teams to understand procurement needs and deliver timely solutions.
  • Maintain strong relationships with internal stakeholders and key suppliers to ensure service quality and reliability.
  • Communicate procurement policies and provide guidance to ensure compliance across the organisation.

 

Operational

  • Manage end-to-end procurement processes for goods, services, and works within delegated authority.
  • Ensure timely delivery of procurement outputs in support of planned maintenance, corrective works, and operational needs.
  • Oversee tendering, evaluation, and contracting processes in line with internal policies and public sector procurement requirements.
  • Monitor supplier performance and manage contract compliance, renewals, and variations.
  • Ensure all documentation is accurate, complete, and filed in accordance with audit and policy requirements.

 

Capability / People

  • Lead and mentor a team of procurement professionals (1 Senior Procurement Officer and 3 Procurement Officers).
  • Foster a culture of ethical procurement, teamwork, and continuous development.
  • Identify training needs and support staff development aligned with professional procurement standards'

 

MINIMUM QUALIFCATIONS

Education

Degree qualification in Procurement, Business, Engineering, or related field

CIPS certification or working towards it

Experience

Minimum 8 years of experience in procurement, including direct and indirect categories

 

Minimum 3 years in a supervisory or managerial role

 

Experience in rail, transport, or other regulated industry environments

 

Familiarity with public procurement

 

Exposure to sustainability and ethical procurement initiatives

Skills / Training

Fluent in written and spoken English

 

Strong negotiation, contract, and stakeholder management skills

 

ERP experience (e.g., Maximo, SAP, Dynamics)

 

High-level computer literacy (Microsoft Office, Google Suite)
