Project Controller

The Project Controller is responsible for the coordination within the Enhancement Project support team, providing financial, scheduling, and performance control support to ensure successful delivery of Keolis-MHI support to Enhancement Project within scope, budget, and timelines. The role includes monitoring project costs, progress, and risks, supporting reporting and forecasting, and ensuring effective coordination across the Enhancement Project support team
KEY RESPONSIBILITIES
Strategic
- Assist the Head of Enhancement Project Support in delivering support to Enhancement Projects managed by RTA RPPD.
- Ensure the project is in line with the organisation standard and delivered in compliance with the Project Management Framework established by the PMO and Keolis MHI processes.
- Put in place governance and control to ensure the Project support is managed consistently and effectively.
- Track and report progress against intended benefits of the Project.
- Facilitate cross-functional collaboration between departments and stakeholders.
- Foster a culture of innovation and improvement, continually refining processes within the Enhancement Project support workstream to enhance efficiency and effectiveness
Financial
- Ensure budget forecasting, cost control and commercial oversight across the different project’s phases.
- Coordinate commercial and procurement reporting with Finance, Legal, and Procurement teams.
Stakeholder / Customer
- Support the Head of Enhancement Project support in providing coordination with RTA RPPD and Contractors for programme oversight and approvals.
- Ensure alignment across KM departments (Operations, Engineering & Maintenance, QHSE, Learning & Development).
- Prepare and deliver timely updates on progress, risks, and required decisions

- Create project briefs and toolkits for projects
- Use project toolkits and apply programme processes in controlling projects
- Create, update and monitor all weekly trackers and liaise with Projects Team to ensure working level activities are being executed to time and budget
- Create weekly/ monthly reports at working and Executive Level
- Set up control and administer Project Team Meetings and ensure that all related targets are met and actions completed
- Identify and escalate key risks to the Head of Enhancement Project Support in a proactive and timely manner and assist in putting recovery plans in place
- Maintain organized audit trail in projects
- Maintain, supervise and manage the receipt, timely response to and sending of formal correspondence to client and key stake holders, ensuring ease in establishing correspondence trail
- Ensure all formal meetings have agreed TOR, Attendees List, Agenda, Inputs and Outputs and manage the meeting calendar and timely preparation of the inputs and outputs
- Have the capacity to launch and manage short, sharp tasks across the functions
- Understand the duties of all other Enhancement Project support team members to extent of being able to provide emergency cover during periods of leave and sickness
- Assist the Head of Enhancement Project support in monitoring the progress and On-Time support to Enhancement Projects.
- Perform and carry out other duties as instructed / directed by the Head of Enhancement project support
- Drive performance management using key metrics.
- Monitor the delivery of each Keolis MHI department (Learning & Development, Engineering & Maintenance, Operations and QHSE), ensuring:
- Quality, Change Management (ACCA), Permit To Work (PTW) and risk management procedures are consistently applied.
- Project handovers delivered (with lessons learned).
- Contractor /vendor alignment and contractual/commercial programme oversights processes.
- Resolve high-impact issues, escalate decisions as required, and provide executive direction to project teams.
- Ensure the Document Control of the Enhancement Projects support workstream

- Support the availability of tools and allocation of resources across the functions
- Monitor workload for Projects and support outsourcing requirements if any.
Dimensions
- Reporting: Weekly RTA meeting/ Bi-Weekly Steering Committee / Monthly project progress, KPIs to Project and Innovation Director and the executive team.
- Office-based with site inspections (during and after office hours), presence during key delivery phases and stakeholder visits
