Project Engineer

The purpose of this position is to successfully participate in managing and delivering projects assigned by the Head of PMO and/or Deputy. Projects related to maintenance will be managed in close collaboration with the Maintenance Engineering Project Department. The purpose of this position is to ensure Keolis-MHI processes and procedures are followed during all project phases, ensuring there is no impact to the operational railway. The job involves regular interface with
contractors/sub-contractors' technical teams, and internally with Keolis-MHI workstream and departments, ensuring the key stakeholders are properly briefed and work safely within a safety critical railway environment. The job holder needs to set high personal standards, pay attention to detail, be safety focused, a finisher and be profit and cost conscious.
MAIN RESPONSIBILITIES
The key tasks and responsibilities of the Project Engineer shall include:
- Educate and assist appointed consultants, selected tenderers and appointed contractors/subcontractors to prepare applications for Permits to Enter (PTE) and Permits to Work (PTW) in accordance with Dubai Metro procedures
- Enable timely reviews and grant of PTE and PTW
- Coordinate Contractor applications for Asset Configuration Change Authorisation for all contractor/sub-contractor's designs and system changes/upgrades prior to installation
- Coordinate and work to expedite all Client, Consultants, tenderers or any contractors /subcontractors requests for information, reviews, No Objection Certificates and other such activities
- Facilitate the Training and certification of Contractor/Sub-Contractor staff to act as Lineside (LPIC) and Non-Lineside (NPIC) Person in Charge on special training courses to be provided
- Assist in the conduct of Safety and Operational risk assessments of the designs at concept and detailed design stages
- Create definition statements encapsulating technical specifications of the work to be carried out
- Review and align Project Plans within Keolis-MHI and with Contractors/Sub-Contractors;
- Review and analyse Project Safety and Risks to all aspects of work being carried out by the Contractor/Sub-Contractor
- consult and negotiate with contractor’s technical and programme staff to provide answers to questions and conduct negotiations in order to gain authorisation to proceed with various works
- Assist in obtaining RTA approval or NOC where necessary
- Conduct regular inspections during works carried out by the Contractor/Sub-Contractor to ensure there is no impact to the operational railway
- Coordinate and ensure Contractor/Sub-Contractors work has no impact on the railway service opening and day to day operations
- Minimise exposure and risk on all aspects of the Operational Railway
- Ensure relevant documents are complete, current, and stored appropriately
- Work with Programme Planning and Programme Controls to set up project tracker and reports
- Track progress weekly for all Keolis-MHI planned deliverables and prepare required reports
- Track and report hours, indicating support given to the contractors/sub-contractors and support received from relevant Keolis-MHI PMO department and Engineering and Operations workstream teams
- Track and report any expenses on a weekly basis
- Perform and carry out any other duties as instructed/directed by Head of PMO or Deputy
- Ensure that handover/handback of the assets is coordinated by project managers, ensuring correct documentation, training, spares are supplied where required
- Ensure the quality of work verification to be carried out by the project managers.
- Recommend to the Head of PMO or Deputy the priority for works where a clash may exist.
- Providing technical or operational support
- Responsible for achievement of annual service, including performance targets and control
- Planning over the annual cycle to meet annual cost and service improvement targets
- Performance judged through achievement of contract objectives
- Ensure compliance with the Keolis-MHI Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards
- Ensure security and integrity of all data provided including reporting performance, finance and customer information.
KNOWLEDGE REQUIRED
- Working knowledge of project planning, project controls and project delivery techniques
- Organisational and railway knowledge across all departments of Dubai Metro and Tram
KEY SKILLS
- Results oriented and determined with strong planning and organisational skills and ability to manage multiple projects
- Highly competent in use of MS Office programs, capability in database and system design
- Possesses a thorough understanding of all parts of the Dubai Metro/Route 2020 Project
- Ability to listen, communicate effectively, assess priorities and make decisions
- Clear, economic and lucid in written and spoken English
EXPERIENCE
- At least three years’ experience as a technician or railway operations specialist working lineside and non-lineside
- 2-3 years’ experience in project leadership, project planning and management
EDUCATIONAL QUALIFCATION
- Ideally a degree holder in a relevant engineering discipline
- Project management/business management qualification leading to understanding of basic revenue models, profit and loss, and cost-to-completion projections.
