Quality Manager

The purpose of this document is to describe the position of Quality Manager in the Keolis MHI organization. The missions and activities described below are not exhaustive and may evolve to better suit the needs of Keolis MHI.
Main Responsibilities:
Strategic
- Drive the Keolis-MHI assurance programme
- Embed the Risk Management Maturity Model (RM3) in to audits, health checks and other assurance activity to enable measurement and continual improvement.
- Liaise with various industry bodies such as BV, TUV and BSI.
- Maintain the legal register for the QHSE and monitor changes in law
- Work to ensure compliance across across all Keolis-MHI
Financial
- Maintain and monitor KPIs on Quality and Compliance performance, establish a suite of reports and other media analysing and illustrating quality and compliance performance of the company utilising both proactive and reactive key performance indicators
- Support with the preparation of contractual and regulatory reports such as the annual report by the provision of Quality and Compliance inputs in a timely manner
Stakeholder / Customer
- In liaison with Learning and Development, develop and where necessary, deliver training and programmes on subjects related to quality and compliance
- Support compliance with Group SMS requirements
- Comply with all Keolis-MHI SMS Policies and Standard Operating Procedures and all local regional or contract related policies and procedures.
- Actively supports and collaborate with others in QHSE, KM & contractors to deliver KM requirements
Operational
- Coordinate status updates and reporting for all corrective actions, including analysis of themes and strategic improvements.
- Support understanding and management of regulatory compliance requirements relevant to Dubai Metro and Dubai Tram.
- Coordinate provision of/provide compliance awareness briefings and follow up on compliance activities;
- Coordinate, participate and oversee the preparation for internal and external audits including readiness reviews, attendance at key meetings and review of report
- Review non-conformances raised against the department regularly and assign resource to close out overdue Non-Conformances (NCs) within agreed timescales;
- Oversee quality management certification requirements for both Metro and Tram contracts
- Monitor and assist departments in the response and resolution of contractual notices such as remedial and warning notices
- Provide advice and support in relation to business continuity.
- Review the business continuity plans to ensure alignment with regulatory, contractual and Keolis-MHI Management System requirements.
- Coordinate and minute Quality and Compliance meetings and workshops
- Undertake on-call duties as per roster and report notifiable incidents to department leads, Key stakeholders, Regulatory agencies and Executive Director (where required)
- Support KM in the review and continual improvement of the Electronic Document Management System
- Review the tools, processes, and technology used by the Quality Assurance team and actively pursue initiatives to improve team productivity and performance through the better use of smart technology
- Perform and carry out other duties as requested by the Safety, Assurance and Environment Director
- Broad understanding of the KM values & 4P’s (Passengers, People, PTA & Planet)
- Understanding of KM committed obligation relevant to your section & QHSE
- Awareness of QHSE KPI’s relevant to your section & the role you play in efficiently delivering them
- Broad understanding of the financial penalties aligned to KPI’s (where relevant)
- Full understanding of the departmental plan for your QHSE section
Capability / People
- Work with the System Assurance and Risk team to develop and deliver a risk-based compliance review programme that provides assurance to governance processes, implementation and effectiveness of systemic processes and accuracy of data integrity and reporting
- Lead maintenance of the quality management system, that it relates to all aspects of the system promoting continuous improvement and management awareness,
- Support, monitor and report on incident investigations, taking lead where necessary, making sure that reports are completed and submitted in a timely manner.

Skills / Training |
Hold a recognised qualification in health and safety and/or risk management for example NEBOSH National Diploma in Occupational Health and Safety; Certified auditor Certified in Standards (BS OHSAS 18001 and ISO 45001), Environment and Energy (ISO 14001 and ISO 50001), Quality (ISO 9001) and Fire Prevention (NFPA 130). Fluent in English. |
