This role is key to providing guidance on system assurance, Quality Management, risk management and assurance strategies that impact the organization, including but not limited to quality enhancements, compliance frameworks, and system effectiveness in line with EN50126, 50128 and 50129

 

  KEY RESPONSIBILITIES

Strategic

 

  • Lead the System Assurance, RAMS, Risk, Change and Quality Management strategy for Dubai Metro RPPD Project support team
  • Lead the development of a System Assurance plans, Change & Risk strategy for the business to ensure these are fully understood, properly quantified and effectively managed, to satisfy legal responsibilities.
  • Drive strategy with the QHSE team and ensure compliance with decision making to support the OSC
  • Ensure full compliance to the deliverables defined in schedule 10 of the O&M agreement, have complete understanding of QHSE contractual KPIs and Committed Obligations
  • Drive the Risk, Change, Audit and System Assurance processes throughout the projects as defined in the RPPD Project support team
  • Provide support to department directors with respect to all risks, assurance requirements and organisational changes as and when required
  • Support the organisation with other works as they arise
  • Conducting Qualitative Risk Analysis of risk data.  
  • Knowledge of Railway System Assurance, Change & Risk Management.
  • A solid understanding of how people go through a change and the change process.
  • Producing appropriate risk management reports from analysis to inform decision making.
  • Be fully experienced with all international standards and requirements for developing design of a new projects.
  • Responsible for the development of System Assurance requirements and specifications.
  • Responsible for the update(s) of the Operational Safety Cases for Dubai Metro and Tram
  • Evaluating the impact of proposed temporary or permanent changes to the operational service delivery, the infrastructure/equipment, organization structure, staffing levels and established processes of relevant Transport Contract (OR / SOR Tracking and management)

 

 

Financial

 

  • Full understanding of the financial penalties aligned to KPI’s and their calculations
  • Full understanding of the risk in terms of projects and the delivery scope of those projects in line with the financial obligations of the company

 

Stakeholder / Customer 

 

  • Ensure a continuous and positive relationship with the Client, Regulator, Contractors and Subcontractors
  • Provide technical advice to the Client, Regulator, Contractors and Subcontractors with respect to data analysis, system assurance, risk, quality and in line with the best practice international standards and risk
  • Ensure all risk and assurance related reports are delivered on time and meet the quality expectations of the client

 

Operational

 

  • Responsible for the development of System Assurance requirements and specifications
  • Responsible for the development and application of Quality Assurance processes
  • Provide guidance in identifying risks and developing risk mitigation tactics.
  • Develop risk management approaches/systems for our clients, incorporating best practice and procedures.
  • Lead Change Management work streams with a structured methodology / process.
  • Provide reporting and other updates to internal and external stakeholders.
  • Legal Safety requirements for railways
  • An ability to work with limited supervision, both individually and as part of a team

 

     Capability/People

 

  • Ensure appropriate Individual Development Plans are in place
  • Develop Smart objectives for the team in alignment with company and department objectives
  • Monitor the performance of team using quantitative techniques
  • Undertakes & documents (as evidence), continual professional development (CPD) as part of the Performance & Development plan set by their line manager. This will be supported by KM where possible but should also include self-development activities
  • To Succeed in this role, it is required to work with the QHSE team and the its assurance team.

 

     Dimensions

 

  • Overall responsibility of KM’s Risk Management System, its design, implementation and monitoring
  • Overall responsibility of KM’s System and Quality Assurance arrangements definition, implementation and monitoring
  • Deputise for the Head of System Assurance during periods of absence or leave, or as and when required.
  • Member of QHSE On Call roster
  • Office environment. Occasional travel may be required

Education / Certification

  1. Master’s degree or equivalent
  2. Functional Safety / System Assurance Certification
  3. Risk management certification

 

  1. Member of a recognised instituted of Risk or Safety management.
  2. Project Management Certification
  3. Lead auditor certification
  4.  

Experience

  1. Experience of Railway
  2. Experience of working on large, complex and multidisciplinary projects.
  3. Experience in delivering Safety Cases for green field and brown field railway networks.
  4. Experience on multiple driverless networks internationally as part of O&M, Construction or Client
  1. Experience on multiple Metro/ Tram networks internationally as part of O&M, Construction or Client
  2. Experience with RM3 and EFQM maturity models
  3. Experience with ISO9001, ISO14001, ISO45001, ISO31000, ISO22301, ISO50001, ISO55001, ISO44001 and ISO27001 standards
