Missions

 

The main role and responsibilities of the Senior Urban Rail Operations Expert are :

 

  • to deliver high quality bids in the area of operations for urban rail transport (offensive and defensive)
  • to lead or support bid teams
  • to support on-going urban rail projects worldwide
  • to support performance enhancement plans in our networks (France and International)
  • Represent Keolis into UITP groups or UIC organisation
  • Animate Keolis Urban Operation community.

 

The main duties and missions of the Senior Urban Rail Operations Expert are :

 

1_ Support Urban Rail tenders (metro and tramway):

  • Lead or support the operational workstream for bids – including having responsibility for operations and maintenance interfaces
  • Provide technical expertise in the preparation of the request for proposal (RFP) response and develop bid documentation
  • Help design and prepare the operating documents, ensuring the harmonisation of systems
  • Develop or support the development of very efficient (cost effective) operational timetables and plans
  • Provide contribution and expertise to design review process and provide recommendations for cost efficient systems
  • Develop and validate procedures for Operations in line with Keolis guidelines
  • Advise and review from an operational perspective tender documents relating to urban rail operations, utilising worldwide best practices
  • Input into and ensure operations inputs into O&M Performance Requirements and into interface documents, as well as into any other project documentation
  • Advise on proposed performance regimes and key performance indicators based on experience gained from existing operating network globally
  • Advise on “best fit” operational command and control systems and develop recommendations for implementation
  • Deliver a fully priced O&M solution for the operational workstream into the finance team for consolidation into the final O&M pricing
  • Comply with all timeframes and meet deadlines required within the bid process
  • -Study and estimate the cost of the operating system in accordance with Keolis Group’s standards and provide recommendations
  • Liaise with D&B and their design teams to input O&M’s requirements and deliver world-class design and whole of life outcomes
  • Provide recommendations on how to improve the availability and safety of the urban rail lines.

 

2_ Support urban rail networks and projects and contribute to operational performance enhancement

  • Support existing urban rail transport networks and help them enhance their operational performances
  • Develop / consolidate sets of KPI for urban rail (Metro / Tram) operations
  • Contribute to safety/Operations readiness/Operational performance audits
  • Bring Urban Rail expertise to other guided transport such as Tram-train
  • -Run technical audit in the area of Operations including Safety, Service delivery and cost efficiency
  • Support benchmark activities across Keolis Group.

 

Profile

 

  • Having occupied an operational position in an urban rail transport system for at least 15 years
  • Expertise in urban rail system, having a good system understanding and capacity to develop optimised operating plans and design cost efficient organisations 
  • Experience in metro and automatic metro systems (operations or design)
  • International experience – English language required
  • Good interpersonal relationships and writing skills (in French / in English)
  • Good skills in: data analysis, benchmarking, synthesis, negotiation
  • Ability to work with international teams from different cultures
