Engineering Controller

The purpose of this position is to monitor and control of the rail subsystems, tunnel ventilation system, power network and traction in feed substations to ensure the safety of operations for Dubai Metro, to provide technical support and system monitoring within the Operations Control Room, to implement and manage the possessions and isolations imposed on the Metro system and to ensure the effective operation interface with the Engineering Control Centre (ECC).The purpose of this position is to monitor and control of the rail subsystems, tunnel ventilation system, power network and traction in feed substations to ensure the safety of operations for Dubai Metro, to provide technical support and system monitoring within the Operations Control Room, to implement and manage the possessions and isolations imposed on the Metro system and to ensure the effective operation interface with the Engineering Control Centre (ECC).
MAIN RESPONSIBILITIES
Strategic
- Interface with the Dubai Network Maintenance teams and the logging of and response to faults, failures and incidents on the system, ensure the reporting of any events that are safety related and/ or impact on service delivery to the OCC Duty Manager;
Financial
- Perform shift and emergency duties when required;
- Assist CC Controllers / OCC Duty Manager for the operational strategy for KPI;
- Managing own sickness;
- Maintain competencies;
Stakeholder / Customer

Coordinate and keep the OCC Duty Manager, Senior Controller, Train Controller, and Depot Controller informed in the event of a failure and during the takeover and hand back of the railway, start-up and shut-down of service each day;

Report incidents or events that impact on safety and/or service performance to the OCC Duty Manager in a timely manner;
Operational
- Monitor and control of the Tunnel Ventilation System;
- Monitor and control of the power network and traction supply in feed substations;
- Monitor, deal and escalate Alarms / failure management;
- In-charge of operations during Non-traffic hours, including isolation of the power supply system, de-energisation of the third rail, imposing track possessions, coordination of lineside worksites, and the routing of works trains;
Capability / People
- Liaise between the operations team and the maintenance staff/ management in respect to safety or service related failures and incidents;
- Control of engineering activities requiring special trains, track possessions, temporary isolation of equipment etc;
- Perform and carry out other duties as instructed / directed by the OCC Duty Manager;
- Ensure the CMS cycle is maintained as per the plan;
- Clear understanding for disruption management plan;
- Ensure compliance with the Keolis-MHI Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards;
- Ensure the security of information and integrity of all data provided including reporting performance, finance and customer information, reference Keolis-MHI non-disclosure policy;
- Ensure compliance with all training requirements of Keolis-MHI and ensure adherence to these requirements at all times whilst in employment;
key COMPETENCIES
Technical Competencies
- Good knowledge of DC and high voltage transmission network and distribution plant including transformers, cabling systems, switchgear, ancillary plant, protection systems for railway power supply plant and equipment is preferable;
- Good knowledge of tunnel ventilation system and its operation;
- Understand complex systems and possess good IT skills;
Behavioural Competencies
- Good communication skills and the ability to manage multiple tasks efficiently and work productively in a fast-paced, team-oriented environment;
- Good understanding of Non-technical skills;

EXPERIENCES
- Minimum 2 years, preferably 3 years, work experience in power system control design, installation, testing and commissioning, operations and maintenance. Prior working experience in power utilities control room, train control room, fault reporting centre, or in a station control room environment is desirable.
EDUCATIONNAL QUALIFCATIONS
- Ideally a degree holder or high diploma in a related discipline or equivalent.
