The Rolling Stock Project Manager is responsible for defining recovery strategies, reuse and scrapping policies, supervising dismantling and repair activities, and ensuring all reinstated assets fully comply with KMHI maintenance standards, safety rules and regulatory requirements.

 

KEY RESPONSIBILITIES

Overall

  1. The Reinstatement Project aims to repair and/or reinstate and/or replace the Dubai Metro assets damaged by the 16th of April 2024 and March 2026 Adverse Weather Events. The RSK Project Manager scope of work will be focused to the Rolling Stock (RSK) including (but not limited) Depot equipment, and eventual mechanical topics. 
  2. The Project Manager should manage every aspect of the Project Management including project resources, stakeholders, scope of work, budget, risk and opportunity, planning, procurement, execution, verification & validation, hand-over to business owner.
  3. The Rolling Stock Project Manager is accountable “in delivery and on time” for technical assessments, recovery strategy definition, supervision of dismantling and repair activities, coordination of technical departments and ensuring compliance with KMHI rules. 

 

Financial

  1. Supervise project delivery through effective requirements gathering to create project definition statement/ request for proposal encapsulating technical specifications of the work to be done, obtaining bids/ quotations for completing the work, devising robust Project Plans and Project Safety & Risk analyses.
  2. Support KM procurement teams in project tendering by preparing tendering documentation including tendering plan, evaluation criteria, compliance matrix and leading technical evaluation of bids with KM stakeholders.
  3. Ensure by diligent application of specifications, costing and effective project management to be validated with Financial Controller or Head of Reinstatement before any engagement and ensure that the project is delivered on budget, whilst continuing to provide our client and partner excellent value for money.  
  4. Oversee negotiations with technical, commercial and programme staff to provide project justifications & clarifications, and conduct negotiations to gain authorisation to proceed with each project agree with the Engineering Project Manager resources and individual responsibilities for the project.
  5. Ensure 100% traceability on the Share points dedicated for this project in term of e-mails, offers, decision, validation ./…as it will be used for the claim as evidence. Nothing should be treated on the “C” of the computer.
  6. Ensure timely and accurate delivery,  invoicing in coordination with Financial Controller.
  7. Escalate to the Head of Reinstatement/ Project & Innovation Director all matters that cannot be resolved at a working level and will have an impact on cost, time, scope, and overall project deliverables.
  8. Perform proper handover of newly delivered assets to respective owners at KM, assist them to analyse project profitability, revenue, margins, bill rates and utilisation.
  9. In liaison with Procurement department, develop and maintain procurement database. Oversee tendering documentation, contract documentation and administration throughout project execution phase.
  10. Develop KPI matrix to track project contributor and contractor performance in executing the project.
  11. Identify cost-saving opportunities on short and long term without compromising project quality and safety standards.

 

Stakeholder / Customer 

  1. Ensure approval of key stakeholders and project sponsor prior to proceed with the project execution and keep records of project requirements matrix through Verification & Validation project cycle.
  2. Develop and maintain effective relationship with internal stakeholders, contractors, 3rd party Engineer and RTA in line with KM collaborative value.
  3. Ensure robust change management for project through effective stakeholder engagements and requirements gathering workshops, and making certain that every change is logged, updated, administered, and closed out upon project closure.
  4. Ensure project documents are complete, current, and stored appropriately in an auditable manner at prescribed location, manage the delivery and acceptance of As Built drawing, Asset details and maintenance planning.
  5. Perform proper closeout of the project managed by self or by directly reporting project engineer to ensure that all documentations are handed over, training provided to new owner at RTA and KM, asset configuration is properly managed and remedial works completed.
  6. Sponsor the CIMP, ACCA and PTW related to the project (As all eventual required document by RTA).
  7. Ensure any deliverables are to a high standard and signed off by the RSK Project manager or Project Director or his representative before passing to client.
  8. Ensure customer requirements are accurately captured, understood, and met throughout the project lifecycle.
  9. Act as the primary point of contact for all RSK related.

 

Operational 

  1. Manage every aspect of the Project Management including project resources, stakeholders, scope of work, budget, risk and opportunity, planning, procurement, execution, verification & validation, hand-over to business owner.
  2. Draft the initial procurement recommendation report and review with KM and RTA stakeholders before officially submitting to RTA.
  3. Effectively apply KM methodologies and Project Management procedures and enforce compliance to project standards.
  4. In liaison with the Head of Reinstatement and the Project & Innovation Director, monitor and report progress, whilst minimising exposure and risk on projects, recognising and addressing project issues as and when they arise. Perform programme management to identify impacts and effective mitigations for programme critical paths.
  5. Work with Programme Planning and Programme Controls to set up project tracker and reports.
  6. Track project progress daily, weekly, and monthly, and prepare required reports for circulation to stakeholders.
  7. Ensure adept usage and supervision of projects management on Maximo application, from inception to closeout.
  8. Oversee the planning, execution, and delivery RSK Reinstatement, ensuring adherence to timelines, quality standards, and regulatory requirements.
  9. Implement robust risk management strategies to mitigate potential project risks and issues.
  10. Coordinate with cross-functional teams to ensure seamless project integration and delivery.
  11. Ensure all activities comply with KMHI maintenance rules, OEM recommendations and safety procedures.

Experience

  1. 3 years as a Project Engineer
  2. Experience in contract negotiation, costing
  3. Experience of O&M Metro / Tram environment
  4. Experience in Rolling Stock Management

 

 

 

 

  1. Public transportation is preferred.
  2. Strong experience in RSK spare parts management.
  3. Experience of Dubai metro or Tram is preferred.
  4. Regional and UAE experience is preferred
