Talent Management Specialist

The Talent Management Specialist (TMS) is responsible for managing people and talent development within Keolis MHI (KM) in collaboration with internal stakeholders and external partners to drive KM’s long-term success through a talented and engaged workforce. TMS ensures that KM employees have access to relevant development opportunity, facilitating their professional and career growth. The TMS is expected to leverage their professional experience and expertise in global best practices to deliver impactful talent development programs. This role reports directly to the L&D Manager and interacts with all levels in KM.
Main Responsibilities:
Strategic
- Lead the development and execution of strategic talent management programs and initiatives to cultivate a workforce with the capabilities (e.g. leadership skills) needed to achieve Keolis-MHI's business goals.
- Ensure these programs foster a strong bench of talent and successors to support future growth and leadership needs.
Financial
- Participate in the budget planning process by conducting cost-benefit analysis to justify budget requests for Talent Management programs and initiatives, aligning them with their impact on achieving key business objectives.
- Manage the allocated budget for Talent Management programs and initiatives effectively, ensuring cost-efficiency while maximizing the return on investment (ROI).
Stakeholder / Customer
- Communicate strategic workforce insights by providing the Executive Team and their line management with a curated list of high potential employees. Regularly update this report to reflect changes and keep leadership informed of critical talent for succession planning and future growth initiatives.
- Deliver actionable talent management guidance to hiring managers, recruitment team and/or Executive team to translate assessment results into actionable steps.
Operational
- Manage Keolis-MHI’s Talent Assessments for efficiency and impact:
- Standardize and streamline the assessment process for managers and above roles, by selecting appropriate tools and ensuring consistency across target groups.
- Analyze assessment data and identify trends to support data driven hiring decisions, career development opportunities and employee movements.
- Provide concise and clear feedback to HR, and hiring managers as needed.
- Benchmark results with global and middle east norms to ensure validity and reliability of assessments
- Manage Keolis MHI mentoring program.
- Design and deliver impactful talent and leadership development programs for identified talent groups including the high potential program while collaborating with the UAE National Development and the Training teams.
- Facilitate efficient talent identification and succession planning. Conduct functional talent reviews and lead the talent identification process from end to end to ensure a robust pipeline of talent for future needs.
- Maintain an updated succession plan list aligned with the talent management procedures to support leadership continuity.
- Manage the delivery of the KM Leadership Framework and its refresher modules, ensuring there is equal opportunity for all facilitators to actively participate. Provide support and feedback to facilitators as and when needed to improve on delivery of the program.
- Support people development and training initiatives:

- Design and deliver soft skills training courses including update of existing training materials, lesson plans and other instructional plans
- Support the professional development of HR staff by providing or suggesting available resources as reference.
- Support in finalizing the KM training plan including creation of training cards.
- Oversee the certification and qualification requirement for all non-safety critical roles including those in support functions.
Capability / People
- Manage and lead the Talent Team by providing guidance, motivation, and training to ensure high-quality work and optimal use of personnel and successful achievement of work targets.
- Ensure compliance of all team members to talent management and all relevant KM procedures.
- Implement performance management processes, including setting goals and expectations, conducting regular performance reviews, providing feedback, recognition, and areas for improvement to the team.
- Provide coaching and mentoring support by ensuring team members have updated development plans (IDP) recorded in the system.
